Notes	The Muslim Albanian-speaking population in the Balkan Peninsula has sought historically to unify the ethnic "Albanian lands" of Kosovo, western Macedonia and Albania but has been denied a single country. For example, in 1878 this dream of ethnic unification of the "Albanian lands" was crushed by the western powers when the German chancellor proclaimed that the Albanian nation did not exist. Albania achieved independence but the Albanian in Kosovo and Macedonia were denied equal rights by the government of Yugoslavia until that country fragmented along ethnic lines in the 1990's. Macedonia's birth was itself fraught with ethno-political strife. After the Republic of Macedonia declared independence on September 8th 1991, Bulgaria was the first country to recognize its independence, but it did not recognize the existence of the Macedonian nation. Greece, on the other hand, did not accept and recognize the existence of the newly created republic under its name Republic of Macedonia and it furiously rejected the use of the Star of Vergina on the Macedonian flag. Greece claimed that Macedonia is of Greek origin, and that could lead to territorial aspiration, especially since the newly created republic shared a same name with the northern province of Greece, called Macedonia. The newly created government, which represented the Macedonian-speaking Orthodox majority, was overwhelmed with the international issues and it did not see the ethnic Albanian issues as important problem. After independence, this population began to voice their opinions and demand equal opportunities and equal representation in the government. Although the coalition that formed the first iv Macedonian government included representation from two ethnic Albanian as well as the two powerful Macedonian political parties, it was unable during the 1999's to address the ethnic issues successfully and diffuse the ethnic tensions. In 1999 the Serbian military began to ethnically "purify" the Kosovo province by killing the ethnic Kosovo Albanian population. When the Serbian military began the military campaign, the Kosovo Albanian population began to flee and cross the border to Macedonia, thus creating havoc in the already ethnically tense republic. With the ethnic Kosovo refugees, members of the Kosovo Liberation Army crossed the border as well, which aided the local Albanians to create the National Liberation Army and stage the 2001 Uprising. After few months of fighting, between the Macedonian Army and the NLA, an agreement was signed by two ethnic Albanian political parties and two Macedonian political parties, which brought an end to the fighting. The Ohrid Framework Agreement was signed on August 13th 2001 and it represents the second most important document that the republic has signed, after the declaration of independence, because it rewrote large parts of the Macedonian constitution to give the Macedonian Albanian population equal status and rights in education and employment.
