Notes
The
United
States
is
currently
experiencing
a
large
influx
of
non-English
speaking
students
. The
U.S
.
Department
of
Education
has
created
two
new
panels
to
examine
the
needs
of
English-as-a-Second-Language
(ESL)
students
. Their
goal
is
to
review
,
research
, and
provide
recommendations
for
improving
and
enhancing
educational
methodologies
for these
students
. There
is
a
pressing
need
for this
information
to
reach
all
teachers
.
Alan
Farstrup
,
Executive
Director
of the
International
Reading
Association
stated
"At
least
50%
of the
children
living
in
poverty
are
attending
schools
whose
language
is
different
from the
language
spoken
in their
homes
"
(IRA
,
2002
,
p
.

. The
United
States
is
not
alone
in this
concern
as
most
countries
are
tackling
this
issue
in an
increasingly
mobile
and
transient
world
. In
August
2002
, the
International
Reading
Association
held
a
symposium
on
Multiple
Language
Literacy
in
Scotland
.
IRA

(IRA

stated
, "
All
nations
are
(Guided

struggling
with
issues
of
multilingualism
".
Symposium
attendee
,
David
Klaus
said
, "
…
fewer
than
10%
of the
world's
6,800
languages
and
dialects
are
used
in
education
today
.
…
94%
of the
world's
people
speak
only
4%
of the
languages
"
(p
.

.
According
to
United
Kingdom's
World
Bank
member
Eve
Gregory
, there
is
an "
inextricable
link
between
culture
and
cognition
through
engagement
in
activities
and
tasks
"
(p
.

.
Teachers
need
to
create
the
bridge
that will
link
English
language
and
literacy
instruction
to the
native
language
and
literacy
skills
of
all
of
our
students
.
