Abstract
This
studied
examined
the
quality
of
service
provided
to the
public
after
coming
to
court
to
contest
an
infraction
.
Connecticut
courts
dispose
of
more
contested
infraction
cases
than any
other
case
type
.
Despite
this
large
pool
of
individuals
coming
to the
courts
, there has
never
been a
study
conducted
specifically
examining
the
quality
of
service
provided
to those
people
coming
to
court
to
contest
their
ticket
.
Data
was
collected
from
five
courts
that
account
for the
majority
of
infraction
cases
processed
statewide
(New
Britain
,
New
Haven
,
Rockville
,
Bridgeport
and
Norwich)
.
Using
the
Connecticut
Judicial
Branch
Strategic
Plan's
Outcome
Goals
of
Access
,
Accountability
and
Fairness
, and
Delivery
of
Services
as a
guide
, a
survey
was
developed
using
statements
on a
Likert
scale
in
addition
to
questions
specific
to the
infraction
process
.
Among
the
five
courts
,
272
people
completed
the
survey
. The
results
indicated
that the
overall
experience
of
respondents
was
positive
among
the
three
categories
tested
.
However
, there were
inconsistencies
among
the
five
courts
in
regards
to
where
and how the
courts
process
infractions
as
well
as a
communication
issue
between
respondents
and
prosecutors
. These
issues
were
greatest
at the
Norwich
courthouse
.
Sixty-five
percent
of
respondents
at this
court
location
did
not
know
who
they were
discussing
their
case
with or
thought
they were
speaking
to
someone
other
than a
prosecutor
. This
court
also
received
the
lowest
ratings
for
having
an
appropriate
location
to
conduct
the
infraction
docket
.
Overall
recommendations
include
strengthening
the
use
of
technology
in the
courthouse
with
fully
implementing
a
paperless
infraction
system
as
well
as
improving
facility
allocation
.
