The
project
was
designed
to
analyze
Middletown
,
Connecticut’s
residents
,
city
managers
, and
elected
officials’
attitudes
towards
a
transfer
from a
privately
run
ambulance
service
to
one
that
is
publicly
run
. The
project
was
supported
by the
Mayor
of
Middletown
which
allowed
the
researcher
to
include
the
city
officials
in the
study
.
Data
was
collected
via
an
eighteen
question
telephone
survey
to
measure
the
attitudes
of
367
likely
Middletown
voters
. A
focus
group
was
used
to
measure
the
attitudes
of
6
city
managers
and
elected
officials
including
the
Mayor
of
Middletown
.
Descriptive
statistical
analysis
was
employed
to
analyze
the
survey
data
while
focus
group
data
was
examined
qualitatively
.
Findings
from
both
data
sets
revealed
that
both
voters
and
city
officials
generally
favored
switching
to a
publicly
run
ambulance
service
.
Several
positive
outcomes
were
noted
if a
change
was to be
made
. These
included
an
increase
in
workforce
stability
,
direct
radio
communication
between
firefighters
and
ambulance
workers
,
direct
control
over
the
number
of
ambulances
on
duty
, the
ability
to
charge
and
bill
for
medical
calls
and
services
as
well
as
generate
a
potential
profit
for the
city
.
However
,
challenges
remained
in
terms
of
funding
the
large
initial
capital
costs
,
obtaining
a
primary
service
agreement
,
demonstrating
a
strong
need
for a
change
and
selling
the
voters
on
making
the
change
.
