The
Simsbury
Police
Department
employed
the
use
of
“radar
trailers”
to
increase
compliance
to
speed
limits
and
attempt
to
reduce
the
number
of
traffic
accidents
related
to
speeding
. A
radar
trailer
is
a
self-contained
speed
measuring
device
mounted
on a
vehicle
trailer
.
It
displays
the
posted
speed
limit
with a
changeable
standard
traffic
control
speed
limit
sign
and the
speed
of a
vehicle
that
is
monitored
by the
radar
. The
purpose
of the
radar
trailer
is
not for
enforcement
, but to
reduce
speeds
and
increase
compliance
by
alerting
drivers
of the
speed
limit
and the
driver’s
current
speed
. This
thesis
examined
the
effects
of
radar
trailers
in
decreasing
the
average
speed
of
motor
vehicles
as
well
as the
percentage
of
drivers
who
were
excessively
exceeding
the
posted
speed
limit
. The
study
employed
a
quasi-experimental
design
to
study
the
effects
of
radar
trailers
. That
is
,
radar
trailers
were
deployed
at
two
separate
locations
in
Simsbury
,
Connecticut
. At
each
site
, a
seven
day
traffic
study
was
performed
to
determine
normal
traffic
volume
and
speeds
for
each
direction
of
travel
. The
radar
trailer
was
deployed
immediately
after
the
seven
day
traffic
study
,
visible
for
traffic
in
one
direction
only
. The
volume
and
speeds
for
both
lanes
of
travel
were
recorded
while
the
radar
trailer
was
deployed
.
After
seven
days
of
deployment
, the
radar
trailer
was
removed
and the
traffic
study
equipment
recorded
activity
for an
additional
seven
days
. This
method
allowed
for the
analysis
of
changes
in
traffic
patterns
before
,
during
, and
after
the
deployment
of
radar
trailers
. The
presence
of the
radar
trailer
significantly
reduced
the
average
speed
of
vehicles
traveling
toward
the
radar
trailer
in
both
settings
. The
average
speed
reductions
were
approximately
3
miles
per
hour
in the
35
miles
per
hour
zone
(Site
#1)
and
1
mile
per
hour
in the
25
mile
per
hour
zone
(Site
#2)
.
More
interestingly
, there were
significant
reductions
in the
percentages
of
excessive
speeding
(10
miles
per
hour
or
greater
over
the
posted
speed
limit)
at
both
sites
.
Surprisingly
, the
radar
trailer
did
not have a
significant
effect
on the
average
speed
of
vehicles
traveling
away
from the
radar
trailer
. There was a
slight
decrease
in
average
speed
of
vehicles
traveling
away
from the
radar
trailer
in the
35
miles
per
hour
zone
(Site
#1)
, but there was
no
decrease
in the
25
miles
per
hour
zone
(Site
#2)
.
Previous
studies
indicated
a
limited
residual
effect
once
the
radar
trailer
was
removed
.
Surprisingly
, there were
no
residual
effects
at
either
study
site
when
the
radar
trailer
was
removed
. The
average
speeds
for the
one
week
period
after
removal
of the
radar
trailer
returned
to the
average
speeds
before
deployment
of the
radar
trailer
. The
overall
conclusion
of the
study
was that
radar
trailers
can
be an
effective
tool
in
decreasing
the
amount
of
motorists
speeding
but has
limited
short-term
effects
.
Police
departments
using
radar
trailers
should
place
them in
locations
with
significant
speeding
problems
and
keep
them in
place
for
long
periods
of
time
.
