This
purpose
of this
study
was to
increase
the
knowledge
base
about
the
literacy
instruction
of
English
Language
Learners
(ELLs)
. A
comprehensive
literature
review
identified
literacy
best
practices
.
Qualitative
and
quantitative
methodologies
were
implored
with an "
Experienced
Teacher
Survey
"
(ETS)
administered
to a
sample
of
experienced
teachers
in
four
priority
urban
school
districts
in
Connecticut
.
Results
of the
study
concluded
that,
though
teachers
were
aware
of
most
best
practices
and
believed
them to be
important
, they
perceived
themselves
as
lacking
proficiency
.
Relationships
were
found
between
teachers
'
proficiency
levels
and the
professional
development
and
preparation
they had
received
.
Finally
, the
study
found
that
teachers
hold
strong
beliefs
that the
ELL
achievement
gap
is
caused
primarily
by
situations
in
students
'
homes
and not the
school
or
classroom
.
