The
present
study
explores
the
need
to
research
,
recommend
and
implement
a
Juvenile
Review
Board
and
measures
officer
responses
to that
Juvenile
Review
Boards
'
inception
. The
study
begins
with the
police
department
looking
at its
ability
to
self
examine
itself
for
change
and
ultimately
implement
change
. The
review
board
was
conceptionalized
and then
activated
with
diversion
fixed
as
agency
policy
. The
focus
of a
Juvenile
Review
Board
is
its
alternative
sanction
to
juvenile
court
for
juveniles
who
commit
misdemeanor
crimes
.
Officer
discretion
was
removed
to
two
alternatives
. These
alternatives
were
1)
divert
the
juvenile
to the
Juvenile
Review
Board
or
2)
refer
the
juvenile
to
juvenile
court
. The
study
would
measure
officers
'
responses
when
officer
discretion
is
removed
from
juvenile
delinquency
investigations
and
referrals
.
Thirty
officers
were
trained
in the
new
procedures
and
surveyed
. The
results
indicate
that
1)
training
needed
additional
time
to be
more
effective
,
2)
Officers
agreed
with the
diversionary
process
,
3)
Officers
accepted
the
removal
of
discretion
,
4)
there was a
significant
correlation
between
the
concept
that the
implementation
did
not
create
more
work
but would
reduce
juvenile
delinquency
,
5)
Officers
believed
there would be a
high
level
of
cooperation
from
parents
and
juveniles
but were
split
concerning
cooperation
from
victims
.
