This
paper
examines
the
potential
for
loss
of
human
capital
and
brain
drain
from
Banja
Luka
, the
capital
of
Bosnia
and
Herzegovina
a
Serb
entity
,
Republika
Srpska
. The
migratory
decisions
of
young
people
betweenthe
ages
18-35
in the
study
area
were
analyzed
with a
focus
on the
level
of their
educational
attainment
and the
relevant
push
/
pull
factors
that
affect
their
decisions
to
remain
or
migrate
from
Banja
Luka
.
Data
was
collected
during
the
field
portion
of this
research
in
2004
,
using
a
survey
questionnaire
and
personal
interviews
designed
to
address
the
main
hypotheses
of this
research
. The
study
findings
suggest
that
although
the
potential
for
human
capital
loss
is
very
high
, the
college-educated
young
individuals
are, at
least
for the
time
being
, the
least
likely
to
emigrate
from
Banja
Luka
.
Existing
employment
and
salary
policies
are
designed
to
ensure
a
relatively
comfortable
life
for
Banja
Luka's
collegeeducated
,
multi-lingual
elite
. Those
young
adults
without
a
college
degree
however
cannot
compete
for
well
paying
jobs
and
overwhelmingly
prefer
emigration
of a
permanent
nature
. The
study
further
supports
the
importance
of
economic
factors
,
gender
and
presence
of
children
in a
person's
migratory
decision
process
. This
research
offers
valuable
insight
at
post
civil
war
related
migration
and the
challenges
young
adults
face
in
post
war
environment
.
