This
study
investigated
the
behaviors
and
perceptions
of
New
Haven
commercial
district
retailers
elicited
by
panhandling
. This
research
is
important
because
it
primarily
focuses
on the
victimization
of
merchants
.
Previous
research
focuses
on the
panhandler
from a
humanistic
approach
or with a
law
enforcement
agenda
. A
pedestrian
survey
distribution
route
was
established
to
systematically
sample
retail
businesses
in
approximately
20
blocks
of
New
Haven's
commercial
districts
. These
commercial
districts
are
recognized
as
panhandling
hot
spots
, as
indicated
by
previous
empirical
research
.
Retail
managers
were
asked
to
complete
a
survey
. The
survey
assessed
panhandler
occupancy
of
business
areas
and the
behaviors
and
perceptions
elicited
from the
managers
by
panhandling
.
It
was
hypothesized
that
panhandling
would
discourage
customers
from
patronizing
local
businesses
, and
merchants
would be
more
likely
to
report
acts
of
panhandling
to the
police
when
it
interfered
with
commerce
. This
study
found
that
95%
of the
managers
had
problems
with
panhandling
in
front
of their
businesses
.
Seventy-three
percent
of the
managers
reported
some
estimated
loss
of
revenue
due
to
panhandling
. This
study
had
several
notable
limitations
.
First
,
data
collection
was
composed
of
primarily
managerial
staff
.
Managers
may
be
less
likely
to
see
or
hear
about
particular
panhandling
problems
or
dilemmas
as
frequently
as
line
staff
tends
to, not
allowing
for an
accurate
estimate
.
Future
research
with
larger
samples
in
New
Haven
with
focus
groups
may
be
beneficial
in
producing
more
accurate
findings
.
