Beaches
are
considered
an
important
natural
resource
,
although
perceptions
of the
nature
of that
resource
may
vary
significantly
.
Municipalities
located
along
Connecticut's
coastline
exhibit
a
variety
of
income
levels
,
populations
, and
economic
activities
.
One
unifying
aspect
has been the
conservative
and
provincial
political
nature
of these
communities
regarding
public
policy
issues
-
a
trait
that has
garnered
the
state
the
reputation
as the "
land
of
steady
habits.
"
Recent
litigation
regarding
beach
access
has
brought
much
attention
to
Connecticut
. The
purpose
of this
thesis
is
to
examine
the
role
and
nature
of
coastal
access
in
all
24
municipalities
that
border
the
Sound
. This
thesis
focused
on
whether
income
was a
predictor
of
community
attitudes
towards
nonresident
beach
access
. The
topic
of
public
access
to
beaches
is
becoming
increasingly
important
due
to
continuing
pressure
on these
areas
and
offers
insights
into a
subject
that has been
relatively
neglected
within
the
literature
.
Three
methods
were
employed
for this
thesis
.
First
,
on-site
inspections
of
representative
beach
areas
were
necessary
in
order
to
examine
the
quantity
and
quality
of
services
and
infrastructure
.
Secondly
,
telephone
interviews
with
officials
offered
insights
into
community
perceptions
.
Thirdly
, a
mail
survey
was
developed
to
investigate
beach
rules
and
regulations
, as
well
as to
examine
community
perceptions
of
beach
access
and
beaches
as a
resource
.
Descriptive
statistics
and
cross
tabulations
of the
survey
data
,
combined
with
results
of
on-site
inspections
and
telephone
interviews
,
provided
some
interesting
conclusions
regarding
beach
access
. The
results
suggested
that
infrastructure
and
facilities
at
municipal
beaches
varied
dramatically
.
Municipalities
had
different
perspectives
on the
role
of their
beaches
(i.e.
,
some
considered
them as a
means
to
stimulate
economic
growth
,
while
others
considered
them an
amenity
reserved
primarily
for
residents)
.
Parking
limitations
appeared
to be
influential
in
restricting
access
for
nonresidents
. The
study
suggested
that
income
was not a
predictor
in a
community's
decision
whether
or not to
limit
access
to
nonresidents
, and
overall
, there was not a
wide
spread
effort
to
discourage
nonresident
use
. The
municipalities
did
,
however
,
agree
that
it
was
essential
to
protect
beaches
for
environmental
and
ecological
reasons
. The
attitudes
and
policies
of these
communities
suggested
that the
state's
provincial
heritage
is
perhaps
the
most
significant
factor
in the
decision-making
process
regarding
beach
access
. The
results
of this
research
will
aid
policy
makers
in
understanding
the
factor's
surrounding
a
community's
attitude
toward
beach
access
.
