It
is
argued
that
rapid
neighborhood
change
has
long
been
characteristic
of
American
cities
.
Whether
experiencing
a
demographic
change
, a
decline
in
physical
condition
, or
renewal
and
revitalization
,
thousands
of
U.S
.
urban
neighborhoods
have been
subjected
to
great
shifts
in their
basic
character
during
the
past
few
decades
(Downs
1981
,
3)
.
Along
the
continuum
of
urban
change
,
revitalization
has
traditionally
been the
result
of
federal
investment
.
However
, as
national
politics
have
turned
more
conservative
and the
roles
of the
federal
government
and
agencies
have been
reduced
, the
residents
and
organizations
in
urban
neighborhoods
have
looked
for
alternative
sources
to
help
with
revitalization
(Keating
et
al
1996
,
57)
. As a
result
,
urban
revitalization
efforts
have
often
been
inspired
and
carried
out
by
individual
city
leaders
and
neighborhood
organizations
.
Urban
neighborhood
organizations
throughout
the
U.S
. have
effected
neighborhood
improvements
and
renewal
. Their
efforts
have
ranged
from
defending
against
gentrification-based
or
freeway
displacement
,
demolition
for
urban
renewal
, to
clean-ups
and
crime
watches
.
More
dramatic
, has been their
expansion
in
scope
and their
ability
to
organize
on
multiple
levels
(Langton
1978
,
65)
.
Neighborhood
organizations
have
adopted
such
strategies
as
tenants
'
unions
,
city
and
state-wide
coalitions
and
regional
alliances
.
Community
development
corporations
(CDCs)
have
emerged
since
the
1970's
. These
vehicles
have
helped
to
recreate
and
redefine
neighborhoods
(Keating
1996
,
3
and
Bartsch
1989
,
290)
.
It
is
argued
that
public-partnerships
with
neighborhood
organizations
have
enabled
residents
to
become
involved
in
policy
making
to
broaden
support
and
gain
resources
for their
activities
in
housing
,
commercial
development
and
land
use
planning
(Weiss
and
Metzger
1987
,
469)
.
It
is
this
which
forms
the
hypothesis
for the
research
that
follows
. The
study
of
neighborhood-based
political
activity
in the
context
of
urban
revitalization
will be the
subject
of this
thesis
. The
City
of
Hartford
,
Connecticut
will
serve
as the
case
study
for this
research
. Its
purpose
is
to
discuss
the
neighborhood
groups
within
the
City
of
Hartford
, and
assess
their
impact
on the
revitalization
process
.
Although
it
is
argued
that the
single-case
analysis
has its
limitations
(Henig
1982
,
22)
, there
is
merit
in a
city-wide
analysis
.
Statement
of
Problem
There are
seventeen
neighborhoods
as
defined
by the
City
of
Hartford
,
each
having
a
unique
demographic
profile
and
political
structure
. This
political
structure
acts
as the
collective
voice
for its
residents
, and
often
has a
significant
impact
on the
process
of
neighborhood
change
. In
order
to
examine
the
role
of
Hartford's
neighborhood
groups
and their
impact
on
City
revitalization
efforts
, the
following
areas
will be
examined
:

A
geographic
review
of
Hartford's
neighborhoods
(Hartford
Plan
of
Development
1980)
.
*
Neighborhood
profiles
(CREN
1980-
1990)
.
*
Neighborhood
organizations
'
leadership
structure
.
*
Neighborhood
organizations
'
political
ties
to the
City
of
Hartford
.
*
Neighborhood
residents
'
ties
to
Hartford's
community
organizations
.
Several
research
questions
will be
addressed
within
the
context
of this
thesis
,
such
as:
*
How
does
citizen
participation
differ
in
each
Hartford
neighborhood
?
*
Do
neighborhood
groups
represent
their
neighborhood
residents
?
*
D
o
all
city
neighborhood
groups
have the
same
type
of
leadership
structure
?
*
Do
all
city
neighborhood
groups
have
equal
opportunities
to
facilitate
change
?
*
Are there
city
neighborhoods
who
do
not
actively
pursue
change
?
*
Are
city
neighborhood
groups
recognized
by
Hartford's
corporate
and
nonprofit
institutional
leaders
?
*
Are
neighborhood
groups
recognized
by
city
officials
in
revitalization
efforts
?
*
Can
neighborhood
groups
facilitate
change
without
the
help
of
community
organizations
?
Hypothesis
It
is
hypothesized
that
neighborhood
groups
have a
positive
and
strong
presence
in the
City's
revitalization
process
.
Noting
Perlman's
(1978
,
71)
components
of
successful
grassroots
groups
,
it
is
argued
that the
following
characteristics
will
ensure
the
greatest
chance
of
success
for
affecting
change
in a
community
:

Neighborhood
groups
with a
history
of a
strong
leadership
structure
.

Neighborhood
groups
with a
wide
range
of
skills
.
*
Neighborhood
groups
with
strong
ties
to
larger
community
based
organizations
.
*
Neighborhood
groups
with
strong
ties
to the
City
of
Hartford
.
*
The
size
of the
revitalization
project
will
determine
the
degree
of
input
from
neighborhood
groups
.
