Notes
The
dream
of
building
a
great
canal
across
the
Isthmus
of
Panama
dates
back
several
centuries
ago
when
Spanish
explorers
first
visited
the
area
. Their
goal
was to
build
a
canal
designed
to
facilitate
communications
between
the
colonies
and the
motherland
.
Ultimately
built
by
France
and the
United
States
, the
Panama
Canal
has
played
a
crucial
role
in the
transportation
of
goods
for the
local
and
world
economies
since
it
first
opened
in
19
14
. The
Panama
Canal
is
facing
many
challenges
. For
instance
,
growth
in
maritime
trade
is
expected
to
place
a
strain
on the
canal's
operations
. In
addition
, the
size
of
vessels
is
getting
larger
and
larger
,
primarily
as a
result
of
improvements
in
technology
associated
with
container
loading
. The
canal
also
plays
a
pivotal
role
in the
supply
of
water
to the
local
population
.
Given
this
importance
, the
Panama
Canal
Authority
is
contemplating
a
massive
expansion
plan
that
calls
for the
construction
of a
new
set
of
locks
.
However
, this
expansion
will have
many
economic
,
social
, and
environmental
implications
. As
such
,
one
must
assess
whether
it
is
economically
feasible
to
expand
the
canal
with a
new
set
of
locks
and
thus
satisfy
the
needs
of the
shipping
community
while
preserving
the
environment
and
ensuring
adequate
water
supply
to the
local
population
.
Utilizing
information
obtained
from
scholarly
journals
,
studies
and
reports
,
newspaper
articles
,
government
data
,
books
,
archival
databases
,
among
others
, this
thesis
argues
that the
benefits
associated
with this
expansion
plan
have not
yet
been
proven
to the
general
public
. This
is
evidenced
by the
lack
of
available
and
published
data
regarding
the
economic
feasibility
of this
project
.
Nevertheless
,
based
on
preliminary
studies
conducted
, the
benefits
of this
expansion
plan
do
not
outweigh
the
costs
involved
in
such
a
project
.
Furthermore
, the
social
and
environmental
implications
are
simply
too
high
to
justify
the
proposed
expansion
. The
thesis
argues
that the
strategic
importance
of the
canal
will
continue
to
grow
in the
future
even
without
the
proposed
expansion
plan
. The
growing
role
of the
Panama
Canal
as a
major
hub
for
transshipments
will
ensure
that the
canal
remain
strategically
important
for
many
years
to
come
. For
instance
, a
great
number
of
shipping
companies
are
utilizing
the
Panama
Canal
area
to
load
and
off-load
containers
from
larger
ships
to
smaller
ships
. This will
ensure
that the
canal
remains
commercially
viable
in the
future
. The
thesis
also
argues
that the
focus
of the
Panamanian
government
should
instead
be on the
protection
of the
Panama
Canal
Watershed
area
which
provides
the
water
necessary
not
only
to
run
the
canal
but also to
supply
the
local
population
.
While
various
studies
are
being
performed
to
determine
the
economic
feasibility
of
expanding
the
canal
, not
enough
studies
are
being
conducted
to
protect
the
watershed
area
. If this
area
is
not
protected
, any
type
of
expansion
of the
canal
will not be
possible
.
