PURPOSE
To
examine
the
Carter
administration's
attempts
to
bring
peace
to the
Middle
East
from
1977
to
1980
by
secretly
contacting
the
Palestine
Liberation
Organization
(PLO)
. The
specific
question
this
paper
wants
to
answer
is
"What
role
did
secret
contacts
with the
PLO
play
in the
Carter
administration's
Middle
East
policy?
"
RELATIONSHIP
OF
STUDY
TO
RELATED
RESEARCH
AND
ANALYSIS
OF
PERTINENT
RESEARCH
(LITERATURE
REVIEW)
The
thesis
will
break
new
ground
in the
study
of the
Carter
administration's
Middle
East
policy
by
focusing
on
secret
contacts
with the
PLO
. A
great
quantity
of
material
has been
written
on
Carter's
mainstream
(ie
.
open
negotiations
through
normal
diplomatic
channels)
approach
to
dealing
with the
Arab-Israeli
conflict
.
One
of the
most
recognized
experts
on the
subject
is
William
Quandt
(a
senior
fellow
in the
Brookings
Institute
Foreign
Policy
Studies
program
and a
National
Security
Council
staff
member
from
1977
to
mid
1979)
.
Quandt
has
published
a
plethora
of
books
,
including
Camp
David
:
Peacemaking
and
Politics
, The
Middle
East
:
Ten
Years
After
Camp
David
, and The
Peace
Process
,
which
all
depict
a
comprehensive
picture
of
Carter's
foreign
policy
.
However
,
Quandt
,
like
many
other
authors
that
follow
him,
writes
about
Carter's
Middle
East
policy
by
focusing
on his
mainstream
negotiations
with
Egyptian
President
Anwar
Sadat
and
Israeli
Prime
Minister
Menachem
Begin
. To his
credit
,
Quandt
provides
some
of the
best
recorded
information
on
secret
contacts
between
Carter
and
PLO
chairman
Yassir
Arafat
. He
gives
the
best
detailed
account
of
one
of these "
backdoor
"
secret
contacts
;
Landrum
Bolling
,
Carter's
primary
"
backdoor
to
Arafat
.
However
,
Quandt
stops
short
of
exploring
in
depth
this
lesser
known
aspect
of
American
foreign
policy
during
the
late
1970s
. For
students
of
American
foreign
policy
in the
Middle
East
, this
leaves
a
somewhat
disappointing
gap
in the
understanding
of these
contacts
-
especially
considering
his
background
,
connections
and
personal
knowledge
of the
events
in the
Carter
White
House
.
Other
authors
also
make
mention
of these
contacts
, but
do
not
delve
into a
more
completion
discussion
.
Fred

.
Khouri
,
author
of The
Arab-Israeli
Dilemma
,
makes
several
mentions
of
secret
contacts
in his
review
of
American
involvement
in the
Middle
East
.
Another
storehouse
of
similar
tidbits
can
be
found
in
Steven
L
.
Spiegel's
The
Other
Arab-Israeli
Conflict
,
which
explores
White
House
Middle
East
policy
from
President
Harry
Truman
to
Ronald
Reagan
.
STATEMENT
OF
NEED
My
thesis
examines
one
aspect
of
American-PLO
relations
during
their
early
stages
under
the
Carter
administration
. This
topic
is
especially
timely
now
as
President
Clinton
meets
with
Palestine
National
Authority
President
Arafat
to
find
a
solution
for the
Palestinian
homeland
question
that
eluded
Carter
approximately
30
years
ago
. The
study
of
Carter-Arafat
contacts
will
hopefully
grow
in
importance
as
American
historians
specializing
in the
Middle
East
expand
their
studies
of this
relationship
in this
time
. This
paper
hopes
to
fill
this
need
: to
provide
an
initial
collection
of
information
and
insight
about
U.S.-PLO
secret
contacts
during
the
Carter
administration
, and to
offer
a
starting
point
for
future
researchers
of this
topic
.
