In
1997
, a
communication
review
was
conducted
for a
multi-site
university
library
system
.
Most
of the
recommendations
that
resulted
were
implemented
. A
recommendation
to
develop
an
intranet
for the
library
system
was
deferred
pending
a
more
thorough
study
and the
development
of a
plan
. This
thesis
was
intended
to
meet
that
need
. The
120
members
of the
library
staff
permanent
staff
are
located
at the
university's
main
campus
and at
five
regional
campus
libraries
around
the
state
.
Following
a
reorganization
in
1996
, the
staff
were
divided
into
seven
functional
areas
.
Numerous
cross-functional
teams
were
formed
to
manage
library-wide
services
or
responsibilities
. The
library's
Leadership
Council
, for
whom
the
research
was
done
,
is
interested
in
improving
communication
throughout
the
system
and in
fostering
a
sense
of
community
among
the
dispersed
staff
.
Communication
within
the
libraries
currently
relies
heavily
on
e-mail
and
less
frequently
on
paper
documents
.
Reports
are
shared
either
by
sending
them
via
broadcast
e-mail
or by
placing
them in
one
folder
among
many
layers
folders
on the
staff
server
(formerly
a
LAN)
where
they are
difficult
to
locate
without
a
clear
path
. The
library
system
has a
web
site
for the
public
on
which
many
products
and
services
are
described
or
accessed
.
Most
staff
regularly
use
the
web
and
many
are
engaged
in the
creation
and
maintenance
of
web
pages
already
.
Area
and
team
web
sites
have been
initiated
but there
is
no
consistency
and
no
overall
coherent
arrangement
that
make
it
easy
for
all
staff
to
access
the
web
sites
that
do
exist
. An
intranet
would
provide
a
solution
by
bringing
together
all
of the
content-
both
existing
and
desired-
in an
easy-to-use-
and
convenient
resource
. The
research
for this
thesis
was
intended
to
fulfill
several
goals
:
1)
develop
a
list
of
desired
content
elements
and
assign
some
priority
to the
elements
based
on their
perceived
usefulness
to
staff
;
2)
ascertain
the
level
to
which
staff
were
willing
to be
engaged
in the
intranet
;
3)
address
organizational
concerns
regarding
the
anticipated
commitment
of
scarce
staff
and
fiscal
resources
to the
development
and
ongoing
management
of the
intranet
;
4)
ensure
that
management
information
could
be
gathered
so
that the
Leadership
Council
could
evaluate
the
project
based
on
return
on
investment
of
staff
and
fiscal
resources
.
Technical
issues
were also
investigated
in
order
to
determine
the
feasibility
of
such
a
project
given
the
information
technology
infrastructure
of the
Libraries
.
Several
strategies
were
employed
to
answer
the
research
questions
posed
to
address
the
goals
above
.
First
, a
list
of
desired
content
elements
,
together
with their
relative
usefulness
, was
developed
through
a
staff
questionnaire
. The
survey
also
contained
questions
that were
designed
to
gauge
anticipated
use
and
interest
in
participation
in
development
of the
intranet
.
Second
,
two
focus
groups
were
convened
to
elicit
opinions
and
suggestions
for the
intranet
,
particularly
regarding
the
organizational
issues
associated
with the
initial
development
and the
ongoing
management
of the
intranet
.
Finally
, in
order
to
ascertain
the
ability
of the
library's
technology
infrastructure
to
support
the
development
and
ongoing
use
of the
intranet
, the
library's
web
developer
was
interviewed
. The
web
developer
also
suggested
strategies
for
monitoring
the
use
of the
intranet
.
Results
from
all
of these
investigations
are
included
as
well
as
recommendations
for the
library's
Leadership
Council
on how to
proceed
with the
development
and
management
of its
proposed
intranet
.
