This
thesis
describes
the
development
and
implementation
of a
consortium
approach
to
providing
small
business
(fifty
employees
or
fewer)
with
Employee
Assistance
Program
(EAP)
services
within
seven
towns
in
central
Connecticut
. The
consortium
was
comprised
of
representatives
from
local
businesses
,
Chambers
of
Commerce
,
Employee
Assistance
Programs
, and
COMM-PART
, a
program
of the
Substance
Abuse
Action
Council
of
Central
Connecticut
(SAAC)
,
whose
mission
was to
facilitate
linkages
between
local
businesses
and the
surrounding
community
and
promote
ATOD
(alcohol
,
tobacco
and
other
drugs)
awareness
. The
Small
Business
EAP
served
eleven
organizations
during
its
twenty
months
of
operation
.
Four
employees
were
referred
during
that
time
period
.
Data
were
collected
from
participating
organizations
through
structured
interviews
with
key
personnel
.
Qualitative
analysis
of the
results
indicated
that this
program
was
viewed
as
successful
.
Quantitative
results
indicated
little
impact
on the
target
population
. The
findings
of this
study
suggest
that there
is
potential
for
future
programs
of this
nature
.
