In the
1980s
,
West
Indian
families
migrated
in
record
numbers
;
many
moved
north
to
Connecticut’s
cities
.
Some
newcomer
students
had
weak
social
and
academic
skills
resulting
in
below-standard
performance
. A
high
school
in a
predominantly
West
Indian
community
responded
by
initiating
a
West
Indian
New
Arrivals
Program
. This
qualitative
case
study
investigated
the
goals
,
staffing
,
curriculum
, and
instructional
strategies
of the
program
using
data
from
interviews
,
observations
, and
questionnaires
administered
to
students
,
alumni
,
teachers
, and
other
informants
.
It
was
found
that the
transitional
program
utilized
principles
of
culturally
responsive
pedagogy
(Gay
,
2000)
to
facilitate
socio-cultural
adjustment
and
strengthen
basic
academic
skills
. In
addition
,
newcomers
were
empowered
to
achieve
and
succeed
, not
only
in
school
, but in
life
.
