Notes	For the decade following the Nicaraguan Revolution of 1979, the United States organized, supported and sustained a group of counter-revolutionary forces in open warfare against a Marxist-inspired Sandinista government. Operating out of Honduran base camps, these contra guerrillas abruptly transformed a sovereign nation into "occupied territory." During the 1980's, U.S. policy in Central America sparked heated congressional debate at home which eventually led to the exposure of the Iran-Contra scandal. Tragically, the impact this failed policy would have on Honduras was never taken into consideration. To analyze the specific effects or Reagan's contra agenda on the Republic of Honduras, it is essential to explore both costs and benefits. While sustained U.S. involvement in Honduran domestic affairs did promote a measure of political and economic stability, Honduras paid a bitter price. Civilian casualties, displacement of families, loss of agricultural revenue, refugee crises, death squad atrocities, politically-motivated "disappearances" and increased military involvement in the international drug trade were just some of the dire consequences of the contra occupation. Furthermore, the U.S. "militarization" of Honduras exploited the corrupt nature of military commanders as well as the traditional passivity of elected officials. A tragic irony of the contra experience was the United States' strengthening of the Honduran military establishment at the expense of a fragile democracy. Among the wide-variety of sources utilized for this study, those written by Honduran authors provided valuable insight into the Honduran psyche. Additionally, this author's experience as a Peace Corps Volunteer in Honduras from 1986 to 1988 -- during the height of the contras influence -- gives this study a unique perspective.
