This
case
study
explored
leadership
behaviors
of
urban
school
principals
that
develop
capacity-building
for
teaching
and
learning
that
supported
the
school
improvement
plans
of
one
school
district
in
Connecticut
.
Six
embedded
cases
were
investigated
to
explore
the
variation
in
capacity-building
across
the
school
levels
.
Leadership
for
capacity-building
was
primarily
framed
by the
transformational
and
transactional
leadership
model
. The
five
leadership
frames
of
Bolman
and
Deal
(2003)
and
Cheng
(1997)
were
components
of an
integrated
framework
. The
Multifactor
Leadership
Questionnaire
was the
primary
quantitative
instrument
in this
mixed
methods
study
.
Qualitative
data
were
drawn
from
interviews
,
observations
, and
school
accountability
documents
. The
study
found
that
school
principals
engaged
in
transformational
and
corrective
transactional
leadership
behaviors
that
facilitate
first-order
changes
are
necessary
for
capacity-building
.
It
was also
found
that
hierarchical
accountability
systems
have the
potential
to
influence
the
second-order
changes
necessary
for
capacity-building
. These
second-order
changes
require
that
leaders
focus
on
conducting
a
critical
analysis
of
organizational
culture
(Schein
,
2004)
for
organizational
effectiveness
and
increased
student
achievement
.
