Cuba
is
a
unique
country
that
is
currently
facing
important
challenges
. The
political
system
that was
sparked
by the
1959
Revolution
may
be
coming
to an
end
.
Although
it
is
extremely
difficult
to
predict
what the
future
might
bring
to the
country
,
it
will
probably
be
fundamentally
different
from the
current
political
situation
.
Given
the
changing
economic
and
social
milieu
,
I
contend
that the
tourism
sector
is
and will be an
essential
part
of the
Cuban
economy
.
However
, this
sector's
future
depends
on the
political
outcome
of the
changes
that will
take
place
on the
island
after
President
Castro
is
no
longer
in
power
.
Whatever
the
changes
, an
analysis
of the
historical
trends
of the
tourism
industry
demonstrates
that this
sector
almost
certainly
will
continue
to
play
an
essential
role
in the
country's
economy
. The
Cuban
government
has
implemented
policies
that
show
the
country's
commitment
to the
tourism
industry
is
not
merely
a
temporary
strategy
to
overcome
the
serious
difficulties
encountered
after
the
cut-off
of
foreign
aid
following
the
collapse
of the
Soviet
Union
in the
early
1990s
.
Although
the
tourism
industry
has
indeed
helped
to
alleviate
difficulties
stemming
from that
time
period
, the
Cuban
population
at
large
has not
benefited
from
tourism's
profits
. In
order
to
create
more
equitable
distribution
of
funds
and
alleviate
poverty
, the
Cuban
government
must
address
some
structural
deficiencies
in its
tourism
industry
and
forge
linkages
with
other
sectors
of the
economy
.
Based
on the
current
international
context
and the
apparent
strength
of the
Cuban
leadership
,
Cuba
and its
tourism
industry
will not
see
dramatic
change
in the
short
term
.
However
, in the
longer
term
, the
regime
will
embark
on
reforms
that will
lead
to
essential
changes
in the
political
structure
of the
country
, the
economy
as a
whole
, and the
tourism
industry
specifically
.
I
conclude
that the
effects
on the
tourism
sector
will be
dramatic
, with
major
increases
in
international
visitors
and
foreign
investment
.
