The
process
of
historic
preservation
is
complicated
by a
variety
of
factors
.
Given
the
economic
and
political
exigencies
that
often
exist
it
is
necessary
to
develop
means
of
effectively
managing
historic
districts
. The
arguments
for
historic
preservation
must
take
into
account
issues
related
to
both
the
need
to
protect
historically
sensitive
areas
and how those
efforts
can
be
combined
with the
need
for
economic
development
. This
can
be
accomplished
with a
clear
,
rational
plan
that
combines
private
and
public
sector
assets
to
create
a
comprehensive
development
plan
that
incorporates
the
desire
to
preserve
with the
need
for
positive
,
thoughtful
change
within
the
urban
landscape
.
It
is
,
therefore
,
essential
to
establish
the
importance
of
preservation
as an
essential
component
in any
development
plan
.
Joao
Pessoa
,
located
in
northeast
Brazil
and the
capital
of the
state
of
Paraiba
,
presents
a
prime
example
of the
many
issues
related
to
historic
preservation
and the
need
for
economic
development
. In the
case
of
Joao
Pessoa
,
it
is
suggested
that
management
tools
,
such
as a
Database
Management
System
(DBMS)
such
as
Microsoft
ACCESS
or a
Geographic
Information
System
(GIS)
like
ArcInfo
8.1
,
can
rationalize
the
process
of
historic
preservation
and
aid
in
highlighting
the
compatibility
of
preservation
with
sensible
development
.
