This
thesis
argues
that the
South-to-North
Water
Transfer
Project
that
is
being
implemented
in
China
today
has been
well
overdue
because
the
water
shortage
situation
in
Northern
China
has
already
become
unbearable
. The
Chinese
government
has
realized
that there
is
a
serious
shortage
of
water
in the
north
of
China
and an
overabundance
of
water
in the
south
of
China
, and
recently
,
north
China
has been
experiencing
frequent
droughts
in the
cities
of
Beijing
and
Tianjin
and
part
of
Shandong
Province
.
Water
shortage
costs
China
yearly
losses
of
over
US$12
billion
, with
over
half
of its
600
cities
finding
themselves
in a
severe
lack
of
water
supply
.
Hence
, the
quality
of
life
of
people
in
northern
China
has been
restricted
by
water
shortage
. The
government
devised
a
plan
that would
divert
water
from
Southern
China
to
Northern
China
. This would not
only
help
sustain
further
economic
development
in
China
but would
ensure
the
survival
of the
peoples
of
Northern
China
. The
purpose
of this
thesis
is
to
study
why
the
Chinese
government
has had to
begin
construction
of the
South-to-North
Water
Transfer
Project
,
despite
the
many
criticisms
the
project
has
received
over
the
years
regarding
its
massive
size
and
cost
.
Using
sources
from the
Chinese
government
and
media
as
well
as
other
studies
done
on this
plan
to
divert
water
from the
Changjiang
River
(Yangtze
River)
to
Northern
China
,
I
will
prove
that
without
this
plan
,
China's
future
development
either
agriculturally
,
economically
, or
industrially
would be a
hopelessly
lost
cause
. In
order
to
maintain
its
sustainable
development
,
China
must
solve
its
water
shortage
problems
in the
north
. The
South-to-North
Water
Transfer
Project
should be
seen
as the
principal
means
for
reallocating
China's
unevenly
distributed
water
resources
,
designed
to
solve
water
shortage
problems
in the
northern
metropolitan
areas
,
where
water
demands
exceed
the
capacity
of
local
resources
.
