Abstract
This
thesis
presents
an
exploratory
assessment
of the
public
safety
potential
of
Megan's
Law
in
Connecticut
if a
proactive
notification
system
were
instituted
.
Secondary
data
were
used
for
1,761
Connecticut
Department
of
Correction
incarcerated
offenders
who
are
sex
offender
registry
eligible
. Of those
incarcerated
offenders
,
100
would have been
eligible
for the
Connecticut
sex
offender
registry
before
their
most
recent
sex
related
crime
. Of the
100
offenders
who
would have been
eligible
for the
registry
,
21
committed
a
stranger-predatory
sex
offense
with the
remaining
79
offending
against
family
,
friends
, or
coworkers
.
Assuming
a
flawless
system
of
registration
and
notification
,
proactive
notifications
may
have
potentially
reached
9
of the
21
stranger-predatory
victims
.
