Abstract
This
historical
research
study
demonstrates
the
many
obstacles
that have
prevented
the
international
community
from
unifying
for the
cause
of
intervention
against
genocide
and
human
rights
atrocities
. The
representatives
to the
United
Nations
represent
the
needs
and
desires
of their
nation
and are
thus
subject
to the
whims
of their
public
. The
whims
of the
public
are
influenced
by the
media
and by their
own
cultural
biases
.
Racism
plays
some
role
as
it
did
during
the
Holocaust
or in the
apathy
displayed
during
Rwanda
.
World
leaders
are also
duty
bound
to
do
what
is
in the
best
interest
of their
state
. This
often
means
only
interfering
in
affairs
abroad
when
there
is
some
tangible
benefit
for their
own
state
.
Within
the
organization
of the
United
Nations
it
is
the
sheer
size
of the
undertaking
tha
tis
the
greatest
obstacle
to
world
peace
or
intervention
in
time
of
human
rights
abuses
. With
each
situation
the
international
community
learns
and
hones
its
skills
. The
lack
of
demacracy
in the
United
Nations
is
also an
obstacle
. In the
Security
Council
the
veeto
power
held
by
some
and the
organization
of
permanent
members
verses
rotational
members
creates
an
imbalance
of
power
. the
General
Assembly
itself
is
not a
democracy
because
each
state
gets
a
vote
regardless
of the
population
represented
in that
state
.

needed
for the
success
of
humanitarian
missions
.

as the
organization
of the
United
