Notes	Beginning in the 1890s, Connecticut began building a network of "good" roads – rural highways designed to be traveled in all types of weather and during all seasons. The original impetus behind this program was to open the rural areas of the state to leisure opportunities for wealthier urbanites: roads would allow bicycling as well as travel to summer resorts in the countryside. Doing this meant winning the approval of the many small towns through which roads would pass, as well as gaining support of the farmers whose land would become adjacent to or taken for these new roads. A coalition of bicycle and auto manufacturers, politicians, agrarian reformers and auto enthusiasts developed a rhetoric for winning these rural citizens. These boosters promised the rural citizenry that good roads would bring them increased population, higher tax rolls, lower tax assessments, increased real estate values, increased farmland values, and better prices for agricultural products.
